MPGCA Transport: Scaling Up Climate Action in the Transport Sector


While highlighting the scale and range of climate action in the transport sector, this event identifies political, technical, social, and economic barriers, which are preventing the scaling up of climate action and examines how UNFCCC Parties can help address these barriers at the national level.

Overall Narrative/Background

Transport needs to contribute to the global decarbonisation process. However, due to strong growth in demand for passengers and freight transport, carbon emissions from transport continue to increase.  The transport sector contributes 23% of fuel-burn carbon dioxide (CO2) emissions globally and this percentage is higher in some countries.  Greater transport efficiency in developed economies has not been able to compensate for the much higher increases in passenger transport and freight demand.  On average, OECD[1] countries emitted approximately 2.8 tonnes of CO2 in 2015, whereas non-OECD countries only emitted 0.5 tonne per capita.  Emissions from non-OECD countries are expected to grow to levels comparable with OECD countries as their transport demand continues to increase.  Current developments in the transport sector include the implementation of various policies and measures targeting the advancement of technology and changes in travel behaviour, supply chain optimisation, improved urban planning and operational measures to improve the efficiency and resilience of the transport system as a whole.  High level discussions have identified the need for Parties to address barriers that inhibit non-Party action and stronger co-operations to scale up climate action by all stakeholders.

Objective of the event: Impacts and progress made in 2018

The objective of this event is focused on the identification of measures that could help Parties scale up climate action in the transport sector through three specific areas, namely, 1) urban transformation and changes in travel behaviour, 2) low-carbon energy supply strategy and 3) improve modal shift and system efficiencies.  Together with a segment on strategic visions and tools, these three areas shape the programme of this event, where impacts and progress made in 2018 through a wide range of transport initiatives will be highlighted and discussed.  Challenges and solutions will be presented to develop future pathways for cities, countries and the private sector to decarbonise transport.
