Integrated Urban Intelligence in Toyota City, Japan

Context of Transport Climate Action

Digital and communications technologies are helping to connect electric vehicles with energy grids and the wider transport systems to facilitate more efficient and effective operation of urban infrastructure and services. Different modes, service providers, monitoring, and control systems all benefit as this brings many operating benefits over operating inefficiently in isolation.


In Toyota City, Japan, a pilot scheme that puts electric vehicles at the heart of an integrated urban system is being piloted. The Ha:mo project is a multi-modal navigation system that can incorporate different forms of transport into one route. This includes cars, trains, buses, taxis, power-assisted bicycles, as well as a network of over 100 shared ultra compact electric vehicles intended for short journeys within a city. The integration of electric vehicles into intelligent networks brings many benefits to the whole system for power, transport, and smart communities.

It also provides information to public transport operators including real time information on service levels and, for example, warnings of increases in passenger numbers that allow the operators to use this information to increase their capacity by scheduling additional services to maintain smooth operation
throughout the day.

This approach could be the start of a radical change in how we move around cities, consume energy, and access public services.

Placing EVs at the heart of an integrated urban system, this integrated approach brings benefits beyond the core focus of transport and it has the potential to combine real-time intelligence on battery status with calculations on the routes the EVs will take, the traffic situation and their likely time of arrival. This means the power demand can be forecasted.


EVs bring both CO2 reductions but also lower local pollution and less noise. An integrated program as this one also helps to maximize the use the vehicles while also managing their charging needs.

Results include reduced CO2 emissions, less energy consumption, noise and more effective use of space.

Potential for scaling up

There is a high potential for knowledge sharing and this project can be replicated in other cities, and it can also be expanded within the pilot city.
