Aviation and Shipping after Paris: has anything changed?

The Paris Agreement cannot succeed without action on shipping and aviation emissions. 2016 was a year which promised big ambition for the sector through action at ICAO and IMO level. But did either organisation deliver, or is a rethink on action needed?
